I think a pet might be the way to go. If this boy feels like you trust him enough with the responsibility of looking after a cat or a dog then you might see him come out of his shell. It's important to make him understand that the animal is relying on him and that may make him feel important. i don't think spoiling him with gifts will be effective in the long term but just making his life as normal and every day as possible will give him a routine which is probably something he hasn't had before.

I thought about that maybe a pet would be a good thing i just need to know if they allow dogs or cats in my condo

some places that do not allow cats and dogs will allow Ferrets or small animals in cages.
I know ferrets are more friendly than like mice and rats and they can also be trained to use a litter box.

I used to be a foster parent and the advice we received when we had teenagers placed in our home was to not force affection. Normal reaction as humans to show we care for someone is to hug or touch... and we were told to hold off for a bit. Maybe just kind words (I am so proud of you, great job, thank you, you are such a big help, etc.) They also say that food is a great way... maybe making him cookies or his fav meal and telling him that you made it just for him. Or maybe notes for him to find.. telling him to have a good day, or that you are so glad for him to be a part of your family. I think he will eventually open up.... GOD BLESS YOU for being open to all children regardless of age! So many older children get left behind....I think what you are doing is absolutely wonderful! Best of luck to you!!!
