Well, they're certainly not too young to understand the concept of "I can just whine and whine and mommy will give me what I want".

Kids need boundaries, and part of being a parent, is making adult decisions, and saying NO.

Did you notice the first Christmas with the little one, they play with the box more than with the toy. How creative could one child get with a simple Box. It is hard to say no, but it is your god given task, to do so - with the childs best interest at heart.
