Her daughter is NOT a mean person. She is a normal 8yr old girl. And no, a psychiatrist is definertly not nessecary for something like this.

My experience in this field comes from 14 years of working in outside of school hours care, dealing with 5-11 year olds and a guarantee you that this is normal. Around the 8-9 years mark I find that children start spreading their wings and trying to assert themselves.
Yelling at your daughter will achieve nothing more than exactly what you got, a generation gap, and alot of 'I hate you'.
Id sit down and talk to her calmly. Ask her about the girl, whats wrong with her? Why dosent she like her? Then correct what she says.
Next step would be, as mentioned by ChelseyEmmaRose, first an apology, I fidn thst written apologies require more thought then an "Oh sorry" does, then get the teachers to monitor it. Personally, I wouldnt approach the girl who is being bullied's parents, "Hi, im so and so and my daughter is bullying your daughter" isnt going to help the situation, depending of what theyre like, they could make the situation alot worse.

Then regular checks with the teacher as to what is going on, if it is a negative response, then another talk, let her know that everyone is onto her.

Eventually she'll get it right. Most kids do.

I was always bullied as a child and especially in jr. high because I was shy and to myself. Maybe if you share stories to your daughter (when shes calm of course) how you were bullied that age and how much it affected you. Just sit down toghter and have a nice good long talk about it and then let us know how it went
